NEW CIRCUIT JUDGESHIPS.

President McKinley Will Have Two Fresh Plums of Patronage.

The bill creating two new Federal judgeships for the Fifth and Sixth circuits, which now lies on the Speaker's table, is attracting much interest, as, in the event of it becoming a law, it will provide two much-coveted bench prizes.

The House Judiciary Committee has unanimously agreed to recommend concurrence in the Senate amendment, which added the judgeship for the Fifth circuit.

Action by the House only awaits the recovery of Chairman Henderson, who has been confined to his room for the past few days by an attack of the grip.

Among those most prominently mentioned for the Fifth circuit judgeship, which embraces Alabama, Georgia, Louisiana, Mississippi, and Texas, are Hon. David D. Shelby, Judge Thomas R. Roulhac, and Judge Thomas McClellan, all of Alabama: and ex-Mayor Glenn, of Atlanta.

All of these are Democrats, except Mr. Shelby, who, while a native Alabamian, has been a Republican since he came out the Confederate army in his youth.

Several prominent Republican Alabamians are here to urge the appointment of Mr. Shelby.

The gentleman is in the city on other business than quest of the prize, but nevertheless does not conceal his aspiration to win the high honor.

Mr. Shelby is a distinguished member of the Alabama bar.

He was for some years a law partner of the late Gen. Leroy Pope Walker, the first Confederate secretary of war, and himself pre-eminent as an advocate.

Mr. Shelby has served in the Alabama Legislature and once ran a close race for Congress with General Wheeler.

He was urged to fill a vacant judgeship during President Harrison's administration by a number of leading Southern lawyers, including the members of the Supreme Court of Alabama, and the late Justice Lamar.

It is believed the appointment for the Fifth circuit will be accorded to Alabama, as the present judges of the circuit, Judges Pardee and McCormick, are from the southwestern extremity of the circuit- Louisiana and Texas.
