Radical changes in the procedure governing the naming of committees of the house of representatives are to be proposed in a report of the committee on rules expected to be made this week, according to the announcement of J. Lyles Glenn, Jr., of Chester, member of the committee.
The new rule to be proposed will provide for the making of all committee appointments by a special committee on committees, consisting of one representative from each congressional district. This committee on committees will be elected by the house immediately after the election of the speaker, who will serve on the committee as ex officio chairman with a vote in case of a tie. The committee appointments will then be made by the majority vote of this special committee. All committees, under the present rule, are named by the speaker of the house.
The rules committee is also planning to recommend the election of vice chairmen of each committee so as to prevent any delay in the committee's work due to the absence of the chairman from the house.
A third recommendation to be made will be the repeal of the present "anti-smoking" rule.
Members of the committee on rules are: Chairman, John Gary Evans of Spartanburg, J. Lyles Glenn, Jr., of Chester, John K. Hamblin of Union, J. W. Hanahan of Fairfield and Edgar A. Brown of Barnwell.-The State.
