CONGRESS.

Washington, February 21.—Senate.—On motion of Mr. Iverson, a resolution was adopted setting apart every Friday after the present week for the consideration of private bills. Mr. Seward introduced a bill for the admission of Kansas into the Union, on which he will speak on Wednesday of next week. Mr. Brown reported a bill authorizing the corporation of Washington to issue $200,000 in stocks for building a central market house.—Passed. On motion of Mr. Nicholson a resolution was adopted instructing the Naval Committee to inquire into the expediency of having all commissions of Captains and Lieutenants in the revenue service confirmed by the Senate—also their compensation increased. On motion of Mr. Mason a resolution was adopted for the arrest of Thaddeus Hyatt of New York, who refuses to obey the summons of the Committee on the Harper's Ferry Investigation. The Senate then went into executive session, and adjourned until Thursday.

House.—Mr. Smith of North Carolina, defended his political position. He said he was never a Know Nothing—was always a Whig. The committee on Roads and Canals reported back the joint resolution for the removal of the raft of Red River. The resolution was recommitted. The special committee on seats proposed to adjourn from Friday next until the 5th March, to allow changing back the old seats. It was decided to restore the old seats, but the House refused to adjourn over. A resolution of inquiry was submitted, which lies over, as to the propriety of granting to the State of California all the right of the United States in the new Almaden quick silver mines, the proceeds to be applied to the construction of the Pacific Railroad. The bill for supplying the States with arms was made the order of the day for Thursday. The election of Printer was postponed till Thursday. House went into Committee of the Whole on the Message. The debate was unimportant. Mr. Lamar made an eloquent speech, defining the position and condition of the South. Henry Winter Davis made a speech. He bitterly ridiculed the Legislature of Maryland; said his vote for Pennington was approved by all whose opinion he respected. Knew Pennington was in favor of the Fugitive Slave Law. His speech abounded in invective. House adjourned till Thursday.
