LIEUT. COLONEL FOR THE 23D.—We are gratified to see that Governor Salomon has commissioned Maj. T. S. ALLEN, now of the 2d Wisconsin Regiment, as Lieutenant Colonel for the 23d. Maj. Allen first entered the service in defense of his country as Captain of the Miner's Guards, of this city. In the battle of Bull Run he distinguished himself as a brave and competent officer, and one of the very last to leave the field. He was soon after promoted to the office of Major of the Regiment, the duties of which he has since discharged in a manner satisfactory to all concerned. His promotion to the Lieut. Colonelcy of the 23d will be learned with pleasure by his numerous friends in this region, and we have no doubt will stimulate enlistments for the new Regiment.
