WASHINGTON, Nov. 29.—The meeting today of the big five naval experts, is the first general conference of naval men that has been scheduled for nearly a week, and a few minutes before the time set for the meeting, it was postponed until tomorrow, at the request of one of the delegation.
No official statement as to the reason of the postponement or the delegation making the request, was given.
The outstanding issue of the conference will be the sixty or seventy per cent naval ratio for Japan, and it is expected that this will be argued at tomorrow's session.
A definite announcement was made yesterday, that Vice Admiral Kato, of Japan, wants seventy per cent, and will insist on this. Against this definite announcement, the American naval experts gave every indication of a firm adherence of the sixty per cent view for Japan, the maximum naval strength that could be accepted in view of the American liabilities and interests in the Pacific.
