Who Can Tell?

To the Editor of the Indianapolis Journal.

Can anybody tell whether the Dr. John C. Walker who is assistant superintendent of the Insane Asylum is the same John C. Walker who, according to Heffren's statement, received one of those major-general's commissions from Jeff Davis to authorize him to murder Governor Morton and turn the rebel prisoners loose? I don't see "what you're going to do about it" if he is, still it strikes a common soldier as significant that two of these major-generals have their heads together to so change the law that a Union soldier may not possibly be put in charge of the insane or Indiana. Who can tell?
