That those scourges of the industrious poor, the monopolizers of corn, are not confined to England, the following letter from Rheims, dated August 7, affords a melancholy proof:

"We have at length found out the cause of the scarcity of corn; that article was amassed by the monopolizers, and most of the produce of Champagne, near the frontiers, has for these 18 months been sending out of it. In Picardy, a Mr. de Buffy has collected an immense quantity of corn; and Count de Broyes, a very rich man, residing on the confines of Champagne and Clermontais, instead of employing his fortune for the relief of his vassals, has augmented it by a lucrative exportation. In the middle of the province, those whose duty it was to provide for the wants of the poor, have taken advantage of their necessities to enrich themselves. An assistant to a subminister had collected in his country house 36,000 bushels of corn, which the peasants of the place made known to the municipal Assembly of Chalons, and which was sold in the market of that city a few days since."
