Civil Rights Law in Baltimore.

The American, of Tuesday, enumerates three cases of negro exclusion from civil privileges. It does not say that any prosecution had grown out of them; but we may infer that it is the opinion that it should or will. One of them is the refusal to allow a negro to sit among the white passengers in the York Road cars; another, a refusal to sell a ticket to a negro at the Holiday Street Theatre; and the third, the refusal to sell a negro a drink of liquor at a house on Eastern and Canton Avenue.
