Samuel Osgood, esq. naval officer for the port of New-York, vice Richard Rogers, removed. Mr. Rogers was an officer in the British Service in New-York last war, & concerned in American prizes.
George House, esq. commander of the revenue cutter for the districts of Connecticut and Rhode-Island, vice Elisha Hinman, esq. removed. Capt. House had been first lieutenant of the cutter from the commencement of the revenue system, when, under the presidency of Mr. Adams, the commander died, and he was universally expected to succeed to the vacant post: But, though he had commanded a public vessel during the revolution, and fought and served with reputation through the contest, and tho' he was strongly supported by the federal member of congress from New-London, still he was a republican, and therefore a new-fangled federalist of the cockade stamp was appointed over his head. Now at this late day, capt. House has the office restored to him as his right, according to the usage of Connecticut: the President has sinned against the majesty of eastern federalism, and must receive its abuse. In making this appointment, however, Mr. Jefferson has done an act of justice which we hope will be repeated in the same quarter till the power is taken from the ungodly, and they whose sight it is shall rule. If we see much against the President on this subject we may be induced to enter more deeply into further particulars than certain friends to order and good government could by any means wish.
