Paris, April 19. The Court has received, by way of Vienna, Dispatches from the Marquis de Villeneuve, its Ambassador at Constantinople, which bring, that the Grand Signior will neither accept of a Mediation, nor Suspension of Arms, nor will agree to the holding a Congress, unless the Restitution of Oczakow be made the Preliminary. The new Grand Vizier, who is haughty and untractable, told the Marquis de Villeneuve, that it was at present, enough for his Highness to be willing to give up Azoph; and that possibly at the end of the Campaign, he might not be in the same Disposition.
