Full Text
A good, clean and progressive administration of municipal affairs on both sides of the line will be worth thousands of dollars to Texarkana, as a city, to say nothing of the moral good to her people and the elevation of moral character in their children.
Law-obeying and law-enforcing officers on both sides of the line cannot fail in effecting the desired purpose. One side alone could never hope to accomplish this end, however great the effort or sincere the desire. Co-operation of both sides is not only to be desired but is an absolute necessity.
