Its session would have closed sooner but for a collision between the two houses, respecting the constitutional right of the Senate to amend an appropriation bill, when passed by the House of Delegates. On this topic, as well as on the general speed and proceedings of the present Legislature it may not be altogether useless to offer some few observations. Those being dismissed, we shall drop the curtain for the present upon the Virginia Legislature.
We have thought it proper to extract from the Journals' of the house of Delegates the two different estimates of our revenue: the one furnished by the Committee of Finance, the other offered as a substitute in the house: the one finding a deficiency in our revenue of 41,554 dols. 92 cents; the other a surplus of 18,001 dols. 69 cents; the one recommending an increase of our taxes, and the other attempting to show, that our present revenue is more than equal to our present expenditures. Perhaps no subject has so deeply occupied the attention of the present legislature as this system of finance; and none is so little understood throughout the commonwealth. Let the case be fairly brought before the people!
