In my last, I mentioned the ratification of our Treaty, and now, with pleasure inform you, that the tribunal of prizes have commenced hearing American causes. In three that have been decided, the property is ordered to be restored, and I doubt not, but the greater number, if not all, will be decided in the same way. There is neither interest nor damages allowed, nor need be looked for--nor compensation for pillage.
There is now some reason to believe, that appeals for captures in the West Indies, will be admitted in the tribunal of prizes: So that whatever cases you or your friends may have, I would recommend your preparing and sending over, with a full power of attorney; and by all means, let the sales of the property accompany it, and see that every piece is legalized by the tribunal that condemned it.
In many instances it will be better to sacrifice a part, in compounding with the captors, than to contend; but that you will take into consideration, in giving the power to act for you here.
