From the Boston Gazette.
FROM FRANCE

The following is an extract of a letter from an American merchant, in Bayonne, dated August 13, 1811:

"There has not since my last, been any communication from this government respecting American affairs.—Some few detained vessels have been released, but it no doubt depends on our conduct towards England, whether we shall or shall not, have the commerce of the continent open to our flag. Vast preparations are making to finish the war in Spain and Portugal!—Troops, waggons, &c. are daily passing through this place; there has also 30,000 men passed by the way of Po: & it is said, that the whole army will amount to upwards of 200,000 men—The officers and soldiers appear in fine order: and seem confident that this tedious and bloody war will be finished the ensuing fall. It is certain, that the government have adopted a new plan for supplying the army with bread, &c. as they have sent on immense quantities of necessaries to be warehoused in the towns which they hold, and they have now a sufficiency to support an immense army for a campaign, already deposited. The high price of bread may be attributed to those preparations, it being at present, five and an half sous per pound, which is higher than it was ever before known in France. The emperor it is said, will pass through here on his way to Spain on the 20th inst. this is however doubtful, in my mind, as such reports are circulated monthly. The schooners Manlius and Bona, of Baltimore, have arrived at Bordeaux, in 37 days, and schooner Pioneer, of said place, arrived here on the 8th in 30; they are laden with colonial produce."
