West Virginia Election.--The election for State officers and three members of Congress came off last Thursday, 22d inst., in West Virginia. Notwithstanding the infamous registration law which the Radicals made in that State to prohibit Democrats from voting, we think the Democrats have won the victory. The Wheeling Register says of the Registration Boards:
In some counties, these Boards are composed of honest men; in others they are composed of as pitiful villains and irresponsible thieves as ever robbed henroosts--for the man who would defraud another of his right to vote would hesitate at nothing infamous.
