By Capt. Rice, in the brig Polly, arrived here on Tuesday last in 51 days from Poole, in England, we are informed, that on the 10th of April, when he left England, the greatest exertions were making to man the British fleet intended for the Baltic; press warrants were prosecuted with great rigour, the British force designed to act against the Russians consisted of two divisions, one of 20 sail of the line, and the other of 10: The whole of Capt. Rice's crew were impressed, and detained one night, then discharged.
