by Labor Convention

Winona, Minn., Aug. 21.-(AP)-
William Watkins of Minneapolis, who opposed Senator Henrik Shipstead for renomination in the June primaries was refused a seat at the Minnesota State Federation of Labor convention today.

The question of seating Watkins, member of a St. Paul switchmen's union, precipitated the first fight on the floor of the convention which opened Monday and continues through Wednesday.

The committee on credentials today reported that although Watkins had signed a statement disavowing allegiance to the communistic movement, his "public record and public statements do not agree with his statement before the committee."

Henry Pereault of Duluth, vice president of the federation, charged that Watkins was a member of a national committee raising campaign funds for the workers' party.

Speaking at meetings under communistic auspices was also charged.

Giving Watkins five minutes to explain his views was proposed. but the federation denied him the time.
