Report says, that Massena has received a strong re-inforcement--and was about to attack the British, who after having performed a short Contre Dance, had closeted themselves in their encampments. We have traced this rumour, to the following--

Extract of a letter to a mercantile house in this city, dated, Alexandria, Jan. 13

"Congress have been sitting with closed doors almost all last week, some think on the West Florida business, & others on the non-intercourse--but little has yet been done--A few days will now determine the policy our government mean to pursue. By an arrival here last night of a brig (late Capt. Slacum) from Lisbon, it appears the French had received a reinforcement of 10,000 men from Spain---Flour $18 3/4 a 19 S corn 2 1-8 a 2 3/4 S--Here it is scarce at 10 S from the badness of the road"
