"You will perceive by the papers, the appointment of Mr. King and Mr. Smith, to negotiate Treaties of Amity and Commerce—the former with Russia, and the latter with the Ottoman Porte.
I understand that the advances in this business are from those powers—and in a very flattering manner. The Russian Minister at the Court of London made known to Mr. King the desire of the Emperor, that some person might be invested with powers from this country to enter into the negotiation with his minister at London.
Mr. Smith goes to Constantinople. What is a little singular in the business is, both overtures being made nearly at the same moment, and yet being totally independent of, and unknown to, each of the parties making them. The object of them unquestionably is, to create in us a rival with Great-Britain in their trade—and of course thereby to secure to themselves an advantageous extension of it. The trade of the Levant will be an immense thing to this country."
