What is this article about?

Analysis from London warns that allowing Russia to dominate Poland or partition it with Austria and Prussia violates balance of power principles, and aiding Austria against France does the same. Predicts either frustration of the three powers' designs by jealousies or intervention by Britain and Spain to prevent changes in Europe's political divisions.

Full Text

London, July 26. To suffer Poland to be over-run and reduced to a state of the most abject dependence on Russia, or a new partition of it by its three powerful neighbours, is contrary to all that has ever yet been contended for by the men of the world on the balance of power: to suffer Austria to gain any accession of territory at the expense of France, is equally contrary to the same system; and in aiding the views of Austria, or conniving at those of Russia, Prussia seems to be acting equally against her own interest as formerly understood, and to be strengthening the hands of a rival.

The probable result of these extraordinary combinations will be, either that the designs of the three great military powers, now apparently acting in concert, will be frustrated by their mutual jealousies, and the recurrence of Prussia, to former principles of action; or that the other powers of Europe, particularly Great-Britain and Spain, who cannot see with indifference any material change in the political division of Europe, will interpose with their mediation, and put an end to the mischievous career of ambition and bloodshed.
