Expect Germans To Support Self In Three Years

(By Associated Press)

NEW YORK, Dec. 3.-James F. Byrnes, Secretary of State of the United States, and Ernest Bevin, Great Britain's foreign minister, today agreed to a proposal to make 40,000,000 Germans self-supporting in the next three years.

The question has not yet been discussed with Molotov, of Russia, nor Bidault, of France, but Byrnes and Bevin said they "hoped" that France and Russia would enter into the agreement.

Increase of the purchasing power of the Germans was said to be an important factor in the Byrnes-Bevin plan. Along that line arrangements will be made to mine far more coal in Germany than is now being mined.
