What Mr. Cooper and Mr. Parris Know About Them.
New York, Nov. 5.-Edward Cooper informs the Tribune that the cipher he gave Coslett was never used so far as he recollects, and that no despatches in that cipher have been published. Cooper adds, "It is possible that I may have handed him a cipher that he did use, but if I did I never had the key to it nor translated any message sent by it."
E. L Parris, who was one of Tilden's representatives in Florida, informs the Tribune that a cipher was given at headquarters by Pelton or some one else, but on reaching Florida, he found it too intricate for use. The revelations concerning fraud were entirely new to him.
