The foreign State Papers, published in our last, prepared the public mind to expect what is now officially announced, that WAR HAS ACTUALLY COMMENCED BETWEEN FRANCE, AUSTRIA AND RUSSIA. The intelligence is received by an arrival at New York, from France and at this port from England bringing dates from the former place to the 2d and from the latter to the 5th Oct.
At present, we find little more in the papers, by these arrivals, than what appears through the medium of official decrees, Manifestoes, Declarations and Addresses of the powers engaged in the controversy. The extreme length of most of those documents precludes the possibility of admitting them, in a paper like ours.
Nearly 10,000,000 of dollars in specie has been shipped in England, to the continent for the use of the allied powers to be divided with Austria, Russia, Sweden, and perhaps Naples and Bavaria. It has been transmitted principally in ships of war and had been insured at Lloyd's against all risks, at from one fifth to half per cent.
London, October 1.
Bonaparte has issued a declaration of war against Austria and Russia. The intelligence reached Government yesterday morning by the way of Holland. The Declaration was submitted to the Senate on the 23d ult. and it is highly probable that Bonaparte has set out from Paris to head the army assembled at Strasburg. The Russians continue their march to the hereditary dominions with the utmost expedition. They are allowed to halt only one day out of seven. The whole of the war establishment fixed by the court of Petersburg is stated at 200,000 men. In other words this constitutes the total number of troops destined to co-operate against France.

It was yesterday said that ministers had actually received by the last Hamburg packet a declaration from the king of Prussia in answer to a note presented to him by the two imperial courts, that it was his determination to maintain a strict neutrality in the circle of lower Saxony and that for the purpose of securing that part of Germany against encroachment by the armies of the belligerent powers he had put his own army to the amount of 100,000 on a footing of complete preparation.
