In all wars, in all ages, the People fight the battles—for however willing the demagogues may be, in times of peace, to split society into parties—to set the people by the ears, while they run away with the bone of contention, the loaves and fishes—yet when the calm of peace is exchanged for the din of war, the people, those who never sought or solicited office must bear the burthen—their money must be expended—and their blood must flow in the contest—while the demagogues, with but few exceptions, take care to figure away where there is the most profit with the least peril—hence, in all wars, even to this day, we have seen certain great Statesmen providing snugly for themselves and their connexions as Contractors, Generals, Quarter Master Generals, and Generals of every description but fighting Generals—that part of the business is wisely left to the patriotic few who answer the description of Homer—
Without a sign his sword the brave man draw,
And asks no omen but his country's cause.
