LIVERPOOL, Nov. 21.

It is confidently asserted, that licences are received in London, from France, to admit American ships from this country under the revocation of the Berlin and Milan decrees, and that only one fourth of the duties generally imposed under the tariff of 5th August, would be levied upon produce direct from America. The greatest distress prevails upon the continent, in consequence of the edicts, referred to above, and many heavy failures are apprehended. Rice and Flour have been in great demand this week for Portugal, but no alteration in prices.

Nov. 23.

The ship Fox from Boston for Cherbourg, is sent into Plymouth by the Amethyst, under the orders in council of blockade. Application has been made to the Marquis Wellesley, and hopes are entertained she may be permitted to proceed, if the trade is opened with France without impediment. The king is very unwell--a regency spoken of--stocks rising--heavy failures at Glasgow--things rather better here--flour and rice in demand for Portugal.
