ONE PER CENT INCOME TAX IS OFFERED BY HULL HOUSE HEAD

BALTIMORE, Md., Jan. 7. (U.P.) Miss Jane Addams, Nobel prize winner and internationally famed welfare worker, today proposed a federal income tax of one per cent to support the nation's unemployed.
In her first statement for publication since her recovery from a major operation at Johns Hopkins hospital a month ago, Miss Addams discussed means of combatting the results of economic depression and the destruction of the world's morale.
"The United States," she said,
"should support its unemployed by national taxation. I would suggest a one per cent tax on incomes of $1,000 and over as a means of creating this support, with surtaxes starting at even lower figures than at present. But there should be a more carefully drawn distinction between earned and unearned incomes."
Miss Addams advanced several reasons for adopting the tax as a federal measure.
First, she pointed out, there is no question about the constitutionality of such a tax, whereas many states have provisions forbidding it.
Second, the federal income tax machinery is already set up and operating efficiently. The overhead cost of collection will be little more than at present.
Third, the system would place the burden equitably upon all citizens, as against systems that put undue burdens on real estate as in Detroit, where a large percentage of the nation's unemployment exists, and where property owners would suffer as a consequence.
Miss Addams' illness has not checked her activities in research, reading and projecting welfare measures. Her room in the Marburg Memorial building resembles a library rather than a hospital room.
Actually, she feels, her convalescence has given her "more opportunity for leisure" than she has had for years.
But "leisure" means work for her.
Bookshelves are piled high with volumes, and a table, standing beside the armchair in which she has been spending most of her days for the last week is covered with penciled notations. Meanwhile, slightly annoyed that her hospital experience should have interrupted some of her plans, she says she will make up for lost time when she leaves the institution, probably next Monday.
