New York, Feb. 12.--The United States must formulate a firm policy regarding Mexico which will serve to bring order to that country, is the opinion expressed by speakers at a meeting of the Council of Foreign Relations here last night to discuss "Mexico Today and Tomorrow." Norman Bridgeman declared there could be no question that the present Mexican government is trying to effect wholesale confiscation of the property of foreigners. Francis H. Sisson, a New York banker, asserted that destruction of life and property is proceeding without restraint.
