NEW INCOME TAX PLAN APPROVED; GOES HOUSE FLOOR

WASHINGTON, March 10.—The House of Representatives Ways and Means Committee today approved the compromise income tax collection plan imposing a 20 percent withholding levy on the taxable portions of all wages and salaries, leaving each individual the option of remaining a year behind in tax payments or "doubling up" taxes in one year, going on a pay-as-you-go basis with no tax abatement, providing a withholding levy against pay envelopes and salary checks effective July 1.

The Committee thus abandoned all of the long debated current tax collection proposals and transferred to the floor of the House the issue of whether the tax for one year should be cancelled and all taxpayers put on a pay-as-you-go basis as was proposed by Beardsley Ruml, New York banker.
