A FAILURE.—Whilst the Whigs are enthusiastically responding to the late nominations, the Locos seem to be completely used up in the second district in the State of Maryland. We learn from the Herald of Freedom, that Saturday, the 18th instant, was the day fixed upon for the meeting of the Locofoco Convention for Frederick, Alleghany, and Washington, at Hagerstown, to nominate a delegate to their National Convention; but lo, and behold! not a single delegate attended from Alleghany or Frederick, and but a part of the Washington county delegation were present! This faithful remnant of the once invincible Locofoco party proceeded, after a great deal of warm discussion, to make the nomination, which fell upon Daniel Biser, Esq., a Cass man.
