TUESDAY MORNING, JUNE 19, 1877.
THE CAPITAL QUESTION.
E. Willis Wilson, Esq, of Charleston,
spoke at Romney, on the Capital question, on
the 5th instant. The Intelligencer says:
Mr. Wilson opened his argument by an
examination of the physical Geography and
Railroad policy and an exemplification of the
extraordinary economical resources of West
Virginia. He proceeded to show that our
State developments will exhibit as the first re-
quirement, that any and all lines from the
sea-board and North inevitably trend towards
the Kanawha country or the Chesapeake and
Ohio Railroad. The very argument that vin-
dicates so completely the advantageous posi-
tion of Charleston for a Capital, presents, in
forcible contrast, the less desirable position of
Clarksburg. That town is on the Baltimore
and Ohio Railroad and has no visible pros-
pective policy of railroad connections to any
other part of the State. Mr. W. showed by
statement of Mr Bill, Clerk in Auditor's
office, the past expenditures of the State, by
Congressional Districts :

The 1st District having received 36 times
more than the third, greatly more than 2nd
and 3rd Districts together, while the appro-
priations to 2nd District comprise those for
the University and Fairmont Normal school!
In fact within a Circuit of twenty or thirty
miles around Clarksburg, nearly all the State
Institutions have been established and the
grand maximum of the State money actually
expended. Mr. W. spoke in the close, of
the past history of the Capital question, the
injustice done to Charleston, the liberality
manifested by her people, and asked the good
people of Hampshire to come to her help now
for reparation of the injury she has heretofore
sustained.
