The Capitol bill having been disposed of the Legislature has two or three more heavy bills to get over. The most formidable is the appropriation bill, which was under discussion yesterday and to-day. Then there is the State Prison bill, providing for a branch at Folsom. This will hardly pass, though it is generally conceded that it would improve our State Prison system. But the bill of bills before the Legislature, and the one that has the most money if not merit in it, is that to settle and dispose of the wharf property in San Francisco. Many of those wharf franchises expire this year, but cannot revert to the city of San Francisco without an act of the Legislature—and the Legislature can extend them, or do whatever may seem best in its wisdom. The Folsom street wharf, is occupied by the Pacific Mail Steamship Company, and this company asks an extension of its lease for ten years. Other parties are also besieging the Legislature for greater privileges, and it is said that any amount of money has been assessed to the various franchises to aid in obtaining what is asked. A finer opportunity for speculation is ahead than at any time during the Senatorial struggle. There is said to be a fine opportunity for carpet bag members to obtain a free passage to the States, provided they go for giving the Mail S. S. Co. a franchise for ten years, worth $100,000.
