LATEST FOREIGN NEWS.

A cartel has arrived at Boston, bringing London papers to the 14th May. Bonaparte had arrived at the Island of Elba: and Louis 18th in Paris. Louis had refused to ratify the new Constitution, and convoked the Senate and Legislative Body to make another. Two parties had arisen in Paris, and pamphlets were daily issued, for and against the new constitution, &c. A new council of war had been formed, in which three of Bonaparte's marshals take the lead. A general convention between the allied powers had been concluded, settling some of the bases of the intended pacification: The allies was to leave the territory of France as it was in 1792, and the French to evacuate their conquered territory, within a given period; all prisoners of war were restored to their respective countries. It was said that the congress for a general peace was to be held in, and the arrangements to be called the Treaty of London. The Emperor of Russia and many other great characters, were shortly expected there. The Pope had resumed his government at Rome, and Ferdinand of Spain. Holland was quiet under her old sovereign. It was said, that an order had been issued to discharge all foreign seamen from the British service. The Admiralty had determined on a reduction of the navy. The British have declared Norway in a state of blockade, in consequence of her Declaration of Independence-the allies having guaranteed this unfortunate country to Sweden! A provisional government has been formed in Italy. English manufactured goods had fallen 20 per cent in London. A London paper states, that 75,000 of the allied troops, are to remain pro tempore in Paris, and to be paid by Great-Britain!!! Providence Patriot.
