The local associations, it was learned, assert the Alaska Bar board of governors acted prematurely in making its selections to the council and that such an action cannot be taken until the Alaska State Constitution, which grants such authority is in effect.
It was learned it is the general feeling among the various local associations that the board of governors should have first heard from them on expressions for recommendations for applicants to the judicial council.
Robert Parrish of Fairbanks. Harold Stringer of Anchorage, and Ernest Bailey of Ketchikan were selected by the board to serve on the council created by the new State Constitution. The seven-member council would include three members to be named by the Bar Association board of governors, three by the governor and the seventh by the U. S. Supreme Court. It would establish the judicial system for the new State of Alaska.
Members of the Alaska Bar Association board of governors who attended the Nome meeting were W. C. Stump and Robert Jernberg, Ketchikan, M. E. Monagle, Juneau; Robert McNeally and Parrish, Fairbanks; James von der Heydt, Nome, and John Connolly. Clifford Froh and Wendall Kay, Anchorage.
The board had indicated it will meet again in December, at Anchorage.
