The Troops which the Emperor is taking in his Service in the Empire, to join those that his Imperial Majesty is assembling into Hungary, continue passing through this City for that Kingdom. Some Foreign Ministers residing here, have received authentic Copies of the second Letter which the Grand Vizier wrote, by his Master's Orders, to the Maritime Powers, desiring their Mediation to accommodate Matters with Russia: Here follows the Substance of it;
The Grand Vizier forms new Complaints against the Conduct of the Court of Russia, and the Hostilities which her Troops have committed by her Orders. He says, that the Reasons for those Hostilities, set forth in Count d'Osterman's Letter to him, can be easily refuted: but as the same Time does not refute one of them. He afterwards prays the Two Maritime Powers to employ their Mediation for bringing about an Accommodation between the Porte and Russia. He declares that the Grand Signior looks upon those Two Powers as his sincere and good Friends, who, in that Quality, have by their Mediation, negotiated several Treaties between the Porte and Russia. The Grand Vizier adds, that to put them in a Condition to send the necessary Orders to their Ministers at Constantinople, the Grand Vizier has ordered him to communicate his Intentions to them upon that Head, and the Disposition he is in at present. His Highness, says the Grand Vizier, wishes nothing more than the exact Observation of the Treaties of Peace: War or Peace is equal to him in the present Conjunction of Affairs. If Russia finds herself in a Disposition to Peace, the Porte demands no more from her than to withdraw her Troops from the Frontiers, and that the Conditions of former Treaties may be observed according to Order, Equity, and Justice, and with suitable Regard to the Mediation of the friendly Powers. In short, the Grand Vizier prays the Two Maritime Powers to send, as soon as possibly they can, Instructions on this Subject to their Ministers at the Porte.
