Congress of the United States
HOUSE OF REPRESENTATIVES

No question was taken on the bank charter bill. Mr. Troup made a few remarks in favor of the bill when the house, at an early hour adjourned.

Leave of absence was asked and obtained for Messrs. Knickerbocker and Havens from Monday next to the end of the session.

A bill from the Senate to amend an act for the relief of persons imprisoned for debt, was read twice and referred to a committee of the whole on Wednesday next.

The batture bill was again returned from the senate, with a vote of adherence to their amendments. On motion of Mr. Poindexter the consideration of the amendments was postponed indefinitely. [Here ends the batture business; after debating on the subject, more or less every week for five months past, it is now left in the same situation it was found.]

On motion of Mr. Taylor, the house resumed the unfinished business of yesterday—the consideration of the bill to continue the Charter of the bank of the United States.

Mr. Swoope's amendment still before the house.

Mr. Love made a long and tedious speech against the bill and concluded by moving an indefinite postponement.

Mr. Gold made a few very sensible and pertinent observations in favor of the bill, and in reply to Mr. Love.

Mr. Boyd spoke against the bill and in favor of the postponement.

The question on postponement was taken by ayes and noes, and lost—Ayes 46, Noes 67.

The question on Mr. Troup's amendment was then taken and lost, 41 to 62.

Mr. Love, in order to retard the passage of the bill, offered another amendment.

The question on this amendment was lost Ayes 34—Noes 73.

Mr. Troup moved to strike out that part of the bill which requires the directors of the bank to pay a sum of money to the U. S. as a consideration for the renewal of their charter. He contended that this was to the nature of a bribe and that it would not be accepted without the imputation of corruption on the members of the house.

The question on the motion was taken by ayes and noes and lost; ayes 55, noes 75.

Mr. Taylor moved to add the word five, so as to extend the charter of the bank 25 years, instead of 20 as contemplated in the bill.

Before the question was taken on this amendment the house adjourned.
