Extract of a genuine Letter from a gentleman at Middelbourg in Zealand, dated November 5, 1783.

A letter has this day been received in this town from the Pensionary of Sluys, giving an account that an armed force had seized two of the Dutch forts near Bruges, turned out the officers and men who garrisoned them, and taken possession of them in the name of the Emperor of Germany. Reports add, that Sluys is besieged by six thousand troops. What steps their High Mightinesses will take is uncertain. The supposed cause is, the regaining the free navigation of the Scheldt up to Antwerp, which, I understand, by treaty, he was restricted from. The letter observes no interruption will be given to passengers.
