Dividing Germany

Plans for occupation and division of Germany have not been tentatively agreed upon by the United States, Great Britain and Russia. Terms of surrender are more definite.

Until discussions are engaged in, it will not be clear what part France expects to play, nor what will be required in the form of territory to satisfy that nation.

From present indications it will be plenty.

General De Gaulle has been emphatic in his determination that the French flag must fly over the Rhineland. In addition, he will insist upon the return of Alsace and Lorraine, as well as all territory which the Germans have incorporated in new provinces, including the whole of Baden and the Palatinate on the left bank of the Rhine. In these demands De Gaulle may have the support of London.

Washington's reaction has not been revealed.

Russia and Poland will demand slices of eastern Germany, and Marshal Tito will put in a bid on behalf of Yugoslavia for the Italian province of Istria and the port of Trieste. To honor any of the claims will be to admit the justice of all of them.

Many weary days will be spent by diplomats around the peace table. If everybody goes away satisfied, it will be because Germany has been reduced to a mere pin point on the map.
