A Good Idea.--In the Albany Advertiser of Saturday, we find the following:
Gen. J. Johnson, of Kings county, offered a resolution in the House yesterday, directing the construction of a platform near the Speaker's chair, from which every member desirous of speaking, must address the House. This, if we mistake not, is the plan pursued in the French Chamber of Deputies, and would doubtless be attended with the one good effect of stopping the small talk which sometimes consumes so much of the time of the House.
