Capt. Brown, in the brig Polly, arrived here on Thursday, from Guadaloupe, in 34 days. He informs, that a French fleet, of 10 sail of transports, convoyed by two frigates, had arrived there, having 5000 troops on board. He confirms the account of the capture of one of the fleet, with five or six hundred troops on board, but no extra provisions or military stores.
Immediately on the arrival of these troops, preparations were made for an expedition, supposed against Dominica. He also informs, that a Proclamation had been issued at Martinico, granting the privilege of citizenship to all persons resident in the Island, who would pay a certain high sum of money--on condition they should not bear arms ; in a few days after this Proclamation was nullified, and residence forbidden to any inhabitants who would not take up arms, in 48 hours, to defend the island. In consequence of this base proceeding, a great number of the inhabitants, notwithstanding they had paid the stipulated sum, left the island ; some of whom, it is said, have taken passage for this place.
