DALLAS, Texas Though practically all other agencies, including the United State Supreme Court, had ruled that the colored voter was eligible to vote in Texas Democratic primaries, James V. Allred, state attorney general, ruled last week, that the group was not entitled to vote in the primary.
Even white Democratic leaders, who have decided that it was useless to further deny the group the privileges of the Democratic primaries, were astonished.
When the Democratic state committee met last month in Austin, the leaders quietly decided to remove the word "white" from the Democratic party pledge. County committees began to fall in line with the action of the state committee. The Travis County Democratic Committee, meeting a week after the state committee, ruled that colored persons would be allowed to vote in the July and August primaries.
As a result of this action, colored persons throughout the state have been preparing to vote July 28. A meeting was held here earlier in the month by the Progressive Voters' League, the object of which was to prepare the group to exercise the franchise rights in the 121 precincts of the county. While the state was thus preparing itself, the attorney general upset political predictions.
