Special Message on Panama Canal Charges

WASHINGTON, D. C., Dec. 14.
President Roosevelt's official reply to the Panama Canal charges is in type and will be transmitted to Congress in a day or two. The government type-setters received the manuscript late last night and worked all night on the job. There is a mass of documentary evidence which the President has prepared to disprove the charges that his brother-in-law, Mr. Robinson, and Charles P. Taft and other prominent Americans received the bulk of the $40,000,000 this government paid for the Panama Canal. The President also conferred with U. S. District Attorney Stimson, of New York, and it is believed he took up the matter of instituting libel proceedings against those making the charges. Stimson it is understood, will take up the matter with District Attorney Jerome to-day.
