James Engstrom Elected Seamen Head. Conclave Ending Month-long Meeting, Maritime Union Votes Boycott of Japanese

PORTLAND, July 10.—The Maritime Federation of the Pacific Coast has ended a tumultuous month-long convention with the election of James Engstrom, president of the Seattle Marine Firemen, Wipers and Oilers, as president of their organization.

Fred Benson, of Aberdeen, Washington, delegate of the International Longshoremen's Association, was chosen vice-president, and John Jugin, of San Pedro, of the Masters, Mates, and Pilots Union, was chosen secretary.

The convention voted to boycott all Japanese goods as a protest of alleged encroachment by Japanese fishermen of Alaskan waters. The resolution asked support of all other unions in the boycott.
