UNFORTUNATE ILLNESS.
The Democratic majority in Congress has been for a long time crippled by the illness of its leaders to an unusual extent. Even if the majority had started on the well defined lines of Wilson and of Mr. Mills' canvass for the Speakership, the same obstruction would have been met, but the new policy has made the presence of the leaders especially important. Yet Speaker Crisp has been seriously ill for most of the session and the probably more serious illness of Mr. Springer, Chairman of the Ways and Means Committee, just as the discussion of the tariff bills is to begin, will leave the majority, for the time being, almost helpless.
Mr. Springer has served sixteen years in the House of Representatives, and has proved himself an exceptionally ready and brilliant debater. His knowledge of parliamentary law is unequalled in the House. He presided in the committee of the whole during the consideration of the entire Mills bill in the Fiftieth Congress, and his speech on free wool, at the close, was one of the ablest of the series of able speeches made during that discussion.
