Strong Accusation.
The Times made some grave charges and severe strictures against Sidney Clarke, or his conduct in the settlement of the famous Irregular Claims whereupon, Mr. Clark responds in the Conservative by a gross personal assault upon "Col." J. C. Vaughan. To this rather ambiguous defense of himself, the Times replies by saying that J. C. Vaughan, Esq., is not the editor of that paper, but that D. H. Bailey is, and after showing that attack upon Vaughan is not a defense of Clarke, the charges are thus specifically put to the latter gentleman:
"First, Have you, Sidney Clarke, while acting as agent for the Government and for the soldier, bought any claim from such soldier at a discount?
Second, Have you, when acting as such agent of irregular claims, through yourself or through others, persuaded, or attempted to persuade others, that you alone could settle them, and under these circumstances, purchased such claims at a discount?
Third. If either proposition be true, at what discount have you purchased these claims?"
