Captain Elwell, arrived at Boston from Cadiz, which he left Sept 8th, reports that the British army in Spain was retreating toward Portugal for the purpose of embarking on board the transports said to have arrived on that coast—The real cause of the retreat was said to be an entire want of provisions--The Central Junta had not dissolved--but a change in the Spanish Government was expected--Gen Cuesta had left the Spanish army—Capt Elwell did not hear of any late battle in Spain
