Petersburg, March 4. Our military preparations are carrying on with redoubled ardour; our recruits are every day coming in here from the interior parts of the kingdom, and are successively sent to the army.

As it is still expected that the English will send a powerful fleet into the Baltic, we are taking proper measures to have a fleet ready for sea in a short time, and provisions are already buying up to victual it. Count Soltikoff, who is arrived from the army, waited yesterday on the Empress, and was graciously received, and had the honour to be admitted to her Majesty's table: as soon as he has concerted with the ministers the plan of operation for the ensuing campaign, he will return to the army.
