WASHINGTON, March 6—(UP)—American officials waited Wednesday night with some trepidation Moscow's reaction to the application of President Truman's new firm policy toward the Soviet Union.
They expected retaliation, but possibly not until the United Nations Security council reconvenes in New York on March 21.
At London the Russians found the council a convenient forum for attacking British policies. There is some feeling here that the Russians might attempt to put the United States "in the dock" at New York.
Former British Prime Minister Winston Churchill gave the Soviets partial working basis in his Fulton, Mo., proposal for an Anglo-American military alliance to counteract the Soviet Union's "expansive and proselytizing tendencies." The Russians have always feared and long contended that the western powers were "ganging up" on them.
Churchill's address, delivered with the blessing of President Truman and in the midst of worsening "Big Three" relations, was frowned upon in some high quarters. There appeared to be two general interpretations of its possible effect:
1. It could influence Russia to return to even greater isolationism than she has practiced before the war. Diplomats agree that this could be fatal to the United Nations.
2. It could persuade Russia to abandon unilateral action in critical areas which so exasperates both Britain and the United States and violates the many pledges for joint big power action. This would be evident if the Russians relaxed their demands in many regions.
More immediate reaction is expected on the two protests by the United States about Soviet policy.

Both were dispatched Tuesday night and the State department awaits word of their delivery before deciding whether to make them public here.
The State department, meanwhile, denied there were any political implications in the use of the historic-battleship Missouri to return the body of the late Turkish ambassador to Istanbul. Cruisers have always been used in such mission. The ambassador, Mehmet Ertegun, died here in 1944 and was buried here temporarily because of the war.
The Missouri is one of America's most powerful warships, on her trip to Turkey, with courtesy calls on the return voyage in Greece, Italy, Egypt and Tangier in North Africa, comes in the midst of a power politics battle" between Britain and Russia in that vital area.
