The National Intelligencer thinks that the vote taken on Wednesday, in relation to fixing a day for the termination of the present session of Congress is conclusive proceedings. It sets at rest the question whether or not the Tariff Bill, and other bills of general importance, are to be entered upon this session, and adds:- We consider this vote in connexion with what we usually hear of the opinions of members, as a strong indication of a disposition to pass a bill of some sort, for the revision of the tariff. If no such bill passes, we suppose that its failure will be attributed to a difference of opinion among its friends. There were, doubtless some members who gave their votes yesterday without any reference to a tariff bill: we allude only to the general effect and impression of the vote.
