Prospect of Peace.

The prospect of a negotiation with France, it should seem from the debates in Parliament of yesterday, may be soon realized, a declaration having been drawn from Mr. Pitt, with respect to the New Constitution of that country. If that Constitution, he said last night, should be established with the full acquiescence of the People, the French Government will be considered as having taken a legitimate shape, and there will be of course no formal obstacle to a Peace, provided the terms which are offered be otherwise eligible.
