A letter from Carthagena, published in New-York, mentions that there can be no prospect of political tranquillity till Bolivar shall leave the country.

Venezuela and the southern regions have sent declarations of adhesion to the government of Bogota, under condition that Bolivar shall depart.

The congress have passed an act prohibiting all persons disaffected to the cause proclaimed by Venezuela, from the territory of the republic, whatever may be the cause of their absence, not excepting natives of Venezuela.—N. Y.
